On YSR’s tenth death anniversary, CM Jagan reinstates father’s statue in Vijayawada

On the tenth death anniversary of former Andhra Chief Minister YS Rajasekhar Reddy, his son YS Jagan Mohan Reddy, who is the present Chief Minister, unveiled a reinstated statue of YSR in Vijayawada on Monday. The statue was removed by the former Telugu Desam Party government in 2016 as a part of road widening work, considering it an obstruction to movement of traffic. The YSR statue, which is said to have been kept away for the past three years in the Fire Station building, was reinstated in a park near the junction from where it was removed. Tributes were paid to YSR by party leaders and family members across Andhra Pradesh on Monday. Jagan also paid floral tributes at the grave of his father at Idupulapaya in Kadapa district. YSR was killed in a helicopter crash with four others in Kurnool district on September 2, 2009. This is the first death anniversary of YSR after the Jagan Mohan Reddy-led YSRCP came to power in Andhra. Jagan Reddy tweeted on Monday, "Though he has physically left us, he will always live in the form of his schemes. Andhra college director celebrates Pawan Kalyan's birthday, replaces cake he smashed

A video had earlier surfaced of the director, smashing a large cake and telling students to disperse from the grounds they were in.
A row broke out at the Sasi Institute of Technology and Engineering in Andhra Pradesh's Tadepallegudem earlier this week, after one of the directors of the college was caught on camera, smashing a large cake and telling students to disperse from the grounds they were in. The incident took place on Saturday, when the students were celebrating the birthday of Jana Sena Party (JSP) chief and actor-politician Pawan Kalyan. The director was identified as Narendra Krishna Meka. The video showed Krishna walking up to the students, who had placed a massive cake on top of two parked bikes, even as a larger group of young men watch on. The director then pulled the cake off the bike and let it fall to the ground. He then went on to flip it and step on it, thereby smashing it completely. Following the incident, students accused the management of being biased against Pawan Kalyan, and pointed out that other students had earlier celebrated the birthday of actors like Prabhas, within the college premises. Krishna claimed that he stepped in to break up the celebrations as a huge crowd had gathered and the students were being unruly. In a statement, he said, "My only intention is to control the situation but not humiliate anyone. I have great respect towards Pawan Kalyan garu, those who personally know me can tell you about that. With the same respect I apologize to all the fans and JSP members." Krishna said that the students had even invited other outsiders to the celebrations, who were creating a ruckus."Considering all that, I flipped the cake. Maybe I should have saved it and given it to them later, but I was furious at that moment. Once again my intentions are as pure as a parent towards a child, and nothing more. Please understand and accept my apologies," he added. Krishna then went on to host an event on Monday, where he celebrated Pawan Kalyan's birthday with a cake of the same size. YS Vivekananda Reddy murder: Man being examined found dead, kin allege foul play

In a significant development, a person who was facing examination as part of the investigation into the murder case of YS Vivekananda Reddy — uncle of Andhra CM Y S Jagan Mohan Reddy, killed himself late on Monday night. Following summons from the officials, the deceased K Srinivasa Reddy (52), had earlier presented himself before the Special Investigation Team (SIT) that is overseeing the investigation into the case. Vivekananda Reddy, a former MP, was murdered on March 15. The incident had triggered a huge uproar in the state which was witnessing intense political battles as part of the elections. Srinivasa Reddy is a close relative of one of the prime accused, Parameshwara Reddy, in the murder case. Parameswara Reddy is a close friend of the slain politician, and four of his associates were arrested after he allegedly absconded soon after the murder. According to reports in local media, Srinivasa Reddy was called for a probe in the same case earlier. The family of the deceased allege that Srinivasa Reddy was being harassed and threatened by investigation officials. A letter that was purportedly written by the deceased Srinivasa Reddy said that he was being harassed in the name of investigation by the police and claimed that he had no role in the crime. In the letter, he also alleged that the police had threatened to foist cases on him while stating that he took the extreme decision instead of bearing punishment and humiliation for what he had not done. However, Abhishek Mohanty, Kadapa SP, said that the deceased Srinivasa Reddy was neither an accused nor a suspect in the Vivekananda Reddy murder case. Speaking to TNM, he said, "As part of the investigation, a lot of things have to be done with regard to examination of the people. A lot of people have been questioned and he was also one of them." He added, "A case of suspicious death has been registered based on the complaint of the deceased’s wife. Facts of the case will be verified and investigation will be carried out accordingly."

Senior journalist Devulapalli Amar takes charge as National Media Advisor to AP govt

Senior journalist Devulapalli Amar took charge as the Advisor for National Media and Inter-State Affairs for the Andhra Pradesh government in Vijayawada on Tuesday. Speaking to the media, Amar said that he will work towards disseminating information about the Jagan Mohan Reddy-led YSRCP government’s work, particularly the welfare programmes, across the nation. With nearly 43 years of experience working as a journalist, Amar has worked with various Telugu news outlets, including Eenadu, Andhra Bhoomi and Andhra Prabha. A member of the Press Council of India, Amar said that he recently resigned from his position as President of the Indian Journalists Union (IJU) in order to take up his new role with the state government. Speaking about the role, Sajjala Ramakrishna Reddy, senior YSRCP leader and Public Affairs Advisor to the state government, said that Amar’s role will be important in building the government’s image. “Devulapalli Amar is well acquainted with Chief Minister Jagan Mohan Reddy and his family. With his popularity and networks in the national media, his role will involve promoting the image of transparent governance in the state,” Ramakrishna Reddy said. Both Amar and Ramakrishna Reddy stressed that the job will only involve presenting the truth without distorting the government’s work or planting false news. For the past few years, Amar has been associated with Sakshi TV, which is owned by CM Jagan. YS Bharati Reddy, Jagan’s wife, is the chairperson of Sakshi Publications and Sakshi TV. Since 2014, Amar hosted a show on the channel called The Fourth Estate, which made him a well-recognised face in the Telugu states. In the past, Amar has also served as President of the Andhra Pradesh Union of Working Journalists, Chairman of Andhra Pradesh Press Academy, and Secretary-General of IJU before becoming its president. Recalling his role in the journalists’ trade union movement in the Telugu states throughout his career, Amar said that he will work with the state government towards addressing the concerns of journalists.

Caste-based discrimination against Dalits, notwithstanding their stature, wealth or power, is not a thing of the past but a continuing atrocity against the community. In a shocking incident that took place on Monday, an elected representative from Tadikonda in Andhra Pradesh, Dr Vundavalli Sridevi, allegedly faced a torrent of casteist abuses for ‘polluting’ a Ganesh deity. Sridevi, a practising doctor and member of the YSRCP, is from the Madiga community that is categorised as Scheduled Caste in the state.  On Monday, the MLA had attended the death anniversary event of former CM YS Rajasekhar Reddy in Anantavaram village, Thullur mandal, Guntur. On seeing the MLA, the villagers had invited her to visit the Ganesh pandal that was erected in the village. However, seeing the MLA worship the deity, a man identified as Kommineni Sivaiah from the “upper caste” Chowdary community took offence and allegedly hurled casteist abuses and said “who allowed this Madiga to partake in the pooja, this place will get polluted,” as per the police FIR. The remarks triggered a clash between the MLA’s supporters and the accused, which was controlled after police intervention. Recalling the incident, Sridevi addressing the media on Tuesday said, “For the first time I faced caste discrimination, that too in the capital region.” The accused belong to the rival Telugu Desam Party (TDP), Sridevi said. Sridevi alleged that the Chandrababu Naidu led TDP is casteist in nature with several of its MLAs, including Naidu, making distasteful casteist comments against Dalits in the past. According to Thullur Circle Inspector MV Subba Rao, Sivaiah was in a drunken state and made casteist remarks against the MLA when she offered a coconut to the deity. Besides Sivaiah, several of his family members had allegedly humiliated the MLA. Following the incident, a police case was registered against the accused under sections 509 (Word, gesture or act intended to insult the modesty of a woman), 294 (Obscene acts and songs) read with 34 (Acts done by several persons in furtherance of common intention), and under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989. Thullur police have named four accused in the case – Kommineni Sivaiah, Kommineni Sai, Kommineni Ramakrishna and Kommineni Bujji. Appallingly, this is not the first time that a Dalit MLA had to face this kind of caste-based humiliation at a Ganesh pandal. Last year, former minister Ravela Kishore, who was then with the TDP, was subjected to similar humiliation by his own party members when he went to a Ganesh pandal in Mutluru, Vatticheruku in Guntur. The minister subsequently quit the party alleging caste discrimination.

Uddanam nephropathy: AP govt sanctions super speciality hospital, research centre

Uddanam Nephropathy, is a chronic kidney disease in Srikakulam district, which has affected thousands of people in the region.
Taking a major healthcare measure towards addressing the chronic kidney disease that prevails in Uddanam region of Srikakulam district, the Andhra Pradesh government on Tuesday sanctioned a Super Specialty Hospital with a Kidney Research Centre and Dialysis Unit at Palasa. The in-principle sanction has been given for a 200-bedded hospital, which is estimated to cost around Rs 50 crore.  The upcoming hospital will have a Medical Superintendent, one Chief Superintendent, a Resident Medical Officer (RMO) and one Administrative Officer position and two Senior Assistant positions. Under contractual services, the hospital will accommodate two urologists, a vascular surgeon along with specialist doctors which will include general physicians, a neurosurgeon, anaesthetist, radiologist, pathologist, microbiologist, biochemist, nutritionist and 12 general duty medical officers along with 60 staff nurses. The research centre will have two project managers and two research scientists along with two senior research fellows and two junior research fellows. On outsourcing basis, the hospital will accommodate as many as 60 members of staff that include lab technicians with specialisations and social workers, supporting staff, security guards and ambulance drivers. The GO issued on Tuesday by Principal Secretary KS Jawahar Reddy said that the hospital was sanctioned following circumstances on the ground, which were reported by Commissioner of the AP Vaidya Vidhana Parishad. Uddanam Nephropathy is a chronic kidney disease in Srikakulam district, which has affected people in the mandals of Kaviti, Sompeta, Kanchili, Itchapuram, Palasa and Vajrapukotturu over the last two decades, with no cure in sight. Thousands of people in the region have been affected by the disease, with both young and old, succumbing to the mysterious condition. The World Health Organization has also listed Uddanam as one of the three regions in the world with the highest concentration of chronic kidney disease, after Sri Lanka and Nicaragua.  With no cure, victims often just resign to their fate, waiting for eventual death. While authorities have set up several dialysis centres, locals and activists have said that addressing the issue will require conducting detailed studies to ascertain the cause and cure of the condition. Former Denduluru MLA from the Telugu Desam Party (TDP), Chintamaneni Prabhakar, is absconding and the Andhra Pradesh police have launched a manhunt, as he failed to appear before a court in Eluru on Tuesday. Earlier this week, the police had filed a case against him under the SC/ST (Prevention of Atrocities) Act as well as other sections of the IPC, for attacking one Cheruku Joseph on August 30, when the TDP was staging a protest against the state government's sand policy. According to media reports, policemen in plainclothes had been deployed at the Eluru court and in other public places, to nab Chintamaneni, but he failed to show up for the hearing. Speaking to the media on Friday, Chintamaneni claimed that he was wrongly named in the case despite the fact that the clash broke out amongst Dalit people in the village, over an unrelated issue. He called the case ‘political vendetta’ by the ruling YSRCP government. He alleged that the case was filed to deter him from staging protests against the Andhra government, and especially its new sand policy. “We, the leaders and cadres of TDP, are not scared of your government just because you foist cases against us by influencing a few people," he had said earlier. While he was detained initially, reports stated that he managed to give the police a slip, and has been on the run since.  Chintamaneni is no stranger to controversy and has earlier physically assaulted police constables and even slapped a man over a torn poster of former CM Chandrababu Naidu. In February this year, the politician faced severe criticism after he told a gathering of Dalits that they don’t need to be involved in politics. “You are Dalits. You all are downtrodden. You belong to Scheduled Castes. Politics is for us (Kammas). The leadership posts are reserved for us. Then why are you fighting?" he had said. Four persons were arrested on Tuesday for allegedly insulting a Dalit woman legislator belonging to Andhra Pradesh's ruling YSRCP during Ganesh Chaurthi. The dominant caste men, allegedly belonging to the opposition Telugu Desam Party (TDP), insulted Vundavalli Sridevi when she had gone to a Ganesh pandal to perform a puja in Annavaram village in Amaravati on Monday. As the MLA reached the pandal and the priest started performing rituals, the accused allegedly shouted at her and used filthy language, saying she should not touch the Ganesh idol. The remarks triggered a clash between the MLA’s supporters and the accused, which was controlled after police intervention. Kommineni Sivaiah, Kommineni Sai, Kommineni Ramakrishna and Kommineni Bujji were booked under various sections of the SC/ST (Prevention of Atrocities) Act. They were also charged with insulting the modesty of a woman and indecent behaviour. The case was registered at Thulluru police station in Guntur district. Police later arrested all the accused. Sridevi, who represents Tadikonda constituency, alleged that the accused belong to the TDP. According to her, the men remarked that by touching the Ganesh idol, she would defile it. Upset over the incident, the MLA lodged a complaint with the Director General of Police Gautam Sawang and also the Guntur Superintendent of Police. The YSRCP MLA also demanded that TDP President N. Chandrababu Naidu should also be booked as he had nurtured this kind of psyche among his party rank and file. “For the first time I faced caste discrimination, that too in the capital region,” Sridevi told reporters. State Women's Commission chairperson Vasireddy Padma also spoke to the DGP and urged him to take strong action against the accused. AP doctor and family die by suicide after suffering Rs 5.5 cr loss in rice pulling scam

The Amalapuram police on Tuesday arrested Venudhar Prasad, a member of an infamous 'rice pulling' gang, in connection with the suicide of doctor Ramakrishnam Raju and two of his family members. The doctor, his wife Lakshmi and son Krishna Sandeep had allegedly died by suicide at their residence in Amalapuram on August 30, due to severe financial problems. The couple have another son, who survived as he didn't reach home. According to the police, Venudhar Prasad and his gang were found to have extorted Rs 5.5 crore from the doctor by luring him, and allegedly promised that he could double his wealth with the rice-pulling trick. A rice-puller is a device commonly used by conmen, making people believe of its astounding magical properties in amassing quick wealth. They claim the rice-puller to be an ancient artefact made of copper and iridium, possessing astounding capabilities which include drawing grains of rice towards it. According to reports, the gang extorted Rs 5.5 crore in multiple installments from the doctor, who runs a multi-speciality hospital, on the promise of providing the rice-pulling device. The gang told the doctor that they had some coins and rice which have supernatural powers and were in great demand abroad.  During their probe, the police discovered that the doctor had borrowed money from lenders at an interest rate as high as 10% to give money to the conmen. While the gang continued to extort him in the false hope of doubling his wealth, the doctor also faced pressure from the money lenders and fell into a debt trap. The Amalapuram police, who presented the accused Venudhar Prasad before the media on Tuesday, also asked the public to not to fall in the trap of the rice-pulling and other gangs. The cops are on the lookout for the other three members of the fraud gang. Lacklustre probe, delayed trials: Why conviction of traffickers is rare in Andhra

A research that looked into 198 human trafficking cases in AP and West Bengal, showed that only 3 out of 429 traffickers were convicted in the last 10 years.

Only a paltry three out of 429 traffickers named in police and legal documents, related to over a hundred cases of human trafficking in Andhra Pradesh and West Bengal, have been convicted in the past 10 years, a new study has shown.  The research, carried out by analysing case documents such as chargesheets, FIRs and police general diaries related to 198 human trafficking cases, found that out of 429 named offenders only three (or less than 1%) were convicted with punishments ranging between five and seven years of imprisonment. 10 accused were acquitted due to lack of evidence while 68 alleged traffickers were given bail.  Activists said that the research provides enough evidence to understand why human trafficking continues to grow unabated in the country. “The low conviction and high acquittal figures found in the research cast doubts in the efficacy of investigations by law-enforcement agencies in human trafficking cases,” said Snigdha Sen, who conducted the analysis. “The findings reaffirm the belief that traffickers enjoy a high degree of impunity because of the lacklustre investigation, and lack of retribution encourages them to carry on with their crimes that leads to surge in incidents of human trafficking,” she added. For this analysis, Snigdha collaborated with several organisations such as HELP from Andhra Pradesh, Goranbose Gram Bikash Kendra from West Bengal and Partners for Anti Trafficking(PAT) – a consortium of eight community-based organisations in West Bengal. The study also found that 31 out of the 429 alleged traffickers appeared to be repeat offenders who were accused in multiple cases of human trafficking, and all their victims were children and adolescents. These 31 had committed 91 (or 19%) of the total crimes analysed for the research. “The research clearly indicates that currently, traffickers – who are in the business of recruiting girls and young women and selling them off in other states like Maharashtra, Delhi, Telangana or Goa, have little accountability to the system. As they grow wealthier, they recruit others to join them in spotting, recruiting and trafficking other vulnerable children and adolescents," said co-researcher Roop Sen, a human rights activist who has been working on the issue of human trafficking for over 20 years."The reason these investigations are so prolonged and prosecutions are so weak is that over 99% of these cases are investigated by the police of local police stations, who have restricted time and resources for their investigations. They restrict their investigations to the local precincts,” he added. Speaking about the research, Shivani* who is associated with Andhra Pradesh-based survivor leaders collective Vimukthi added, “I returned home after spending four years in a shelter home but I am stigmatised in my own community. People are treating me and my family as if we are some anti-social elements while the trafficker who made me to suffer so much is roaming free. I want these traffickers get punished.” The situation in Andhra Pradesh  Speaking to TNM, N Rammohan from HELP said, "The main issue here is that the state government is yet to respond on our demand, on compensation for survivors. Only four Anti-Human Trafficking Units (AHTU) exist in the state and they are not given any staff and have no power.""The AHTUs don't even have the power of a police station. They have no right to arrest anyone, no right to file an FIR, no rights to make a General Diary entry or file a chargesheet. Then what can they do? Nothing happens," he adds. Rammohan says that this is a major failure."Additionally, survivors have to engage advocates with their own money when the Public Prosecutor should provide for that. It is a long process to find and submit evidence in court. So there is greater burden on survivors. As a result, they will give up fighting the case. Sometimes, survivors get married and stop coming to court," he says.  The activists argue that compensation must come from the state government even before conviction, if investigation officials are able to establish that a person was trafficked, despite whoever the accused is. This, they say, helps the survivor financially, to fight their case in court and ensure more convictions."The Public Prosecutor is also not fulfilling his role of filing a petition for compensation in court. No one is doing that. This is another major reason for a lack of convictions," he adds.  *Name changed to protect identity.

Despite HC order, AP cabinet approves cancellation of Polavaram hydel power contract

On August 22, the Andhra Pradesh High Court had suspended the cancellation of Navayuga's contract with Polavaram hydel power project.
The Andhra Pradesh cabinet on Wednesday approved the cancellation of the Rs 3,216.11 crore Polavaram hydel power project contract, calling for new tenders in the reverse tendering process. The cabinet also approved the decision to recover the advance amounts given to the contractor. Earlier in August, the Andhra Pradesh Water Resources Department had also ordered the termination of the Polavaram irrigation project contract with Navayuga.  Both the contracts were awarded by the TDP government.  On August 22, the Andhra Pradesh High Court had suspended the cancellation of Navayuga's Hydel Power Project contract. The order came in response to a petition filed by Navayuga. The YSRCP government had issued a notification on August 17, for reverse tendering in the project, for works estimated to cost Rs 4,900 crore. This included headworks worth Rs 1,800 crore and the hydel project worth Rs 3,100 crore. The decision was taken despite the advice of Polavaram Project Authority (PPA) warning against it. Several observers and activists had also noted that despite existing flaws in the project, reverse tendering may not be a wise move. The Centre is funding the Rs 58,000 crore Polavaram project, which is being built across the Godavari river. It was declared a national project under the Andhra Pradesh Reorganisation Act, 2014. A row is underway in the Telangana High Court after the state's High Court Advocates' Association decided to go on strike until September 7. The advocates are protesting the Supreme Court's Collegium’s decision to transfer the second-most senior judge in the High Court to the post of the 12th-most senior judge in the Punjab & Haryana High Court.  Speaking to TNM, Telangana HC Advocates' Association President T Surya Karan Reddy said, "Justice PV Sanjay Kumar is due for an elevation as he is the second most senior judge. He was due to be the CJI of the Telangana HC. So, he should have been transferred as a second most senior judge to another court, where he could have been elevated. That is the normal practice.""Deviating from the normal procedure, he has been posted as the 12th most senior judge in another court. We do not know what the reason is," he added.  Surya Karan Reddy says that it is not the case of Justice Sanjay Kumar alone. "It is a larger issue. What are the guidelines for these transfers? There is already a shortfall of judges in the Telangana High Court. When a person is due to be elevated, without citing any reason, why should he be transferred to a lower post? In that aspect, we are agitating," he says.   The demand of the advocates The Telangana HC Advocates' Association, which held an Extraordinary General Body meeting on Tuesday at 1:30 pm, unanimously passed a resolution, requesting the Collegium to recall its resolution dated August 28 to transfer Justice PV Sanjay Kumar to the Punjab & Haryana High Court.  They also asked the Collegium to further consider his elevation as Chief Justice to any appropriate High Court."It is unanimously resolved by the members of this Association to abstain the court work with immediate effect i.e., from September 3 to September 7. It is unanimously resolved to request all the Presidents of District Courts, Subordinate Courts and their Association members to abstain work during this period," the Association stated. The advocates also sought that a delegation of their Executive Committee along with senior advocates present the issue before the Chief Justice of India Ranjan Gogoi and the Collegium, besides the President, the Prime Minister and the Union Law Minister.  Other senior advocates of the HC also sent a letter to the CJI, the Chief Justice of the Telangana HC Ramesh Ranganathan and others, dubbing the decision "seemingly punitive"."We request that the said recommendation be kept in abeyance and be recalled. Steps must also be taken to appoint Hon’be Sri Justice PV Sanjay Kumar as Chief Justice of a High Court," they wrote. The resolution by the Association also requested the Collegium against transferring judges from other courts to Telangana to fill up existing vacancies at the High Court. The Association has further decided to file a Public Interest Litigation (PIL) before the Supreme Court of India over framing of guidelines with regard to appointment of judges, elevation of Chief Justice of High Courts, elevation to Supreme Court and transfer of judges."We will collect all such instances and take up before the court itself. The Collegium should not be biased while issuing transfer orders. Some system should be evolved to ensure that such incidents do not recur," Surya Karan Reddy said.

Andhra cabinet approves APSRTC's merger with state government

Nearly 52,000 RTC employees will now be on par with state government employees, AP Transport Minister Perni Venkataramaiah said.
The Andhra Pradesh cabinet on Wednesday approved the decision to merge the debt-ridden Andhra Pradesh State Road Transport Corporation (APSRTC) with the state government, creating a Public Transport Department for the state. With the merger, more than 50,000 employees of APSRTC, who have been demanding better job security for years, will now be treated on par with state government employees. Andhra Pradesh Minister of Transport Perni Venkataramaiah said that the decision was taken in accordance with the recommendations submitted by an expert committee led by Anjaneya Reddy, a former IPS officer who had also served as a managing director of APSRTC. The merger had been approved by Chief Minister Jagan Mohan Reddy on Tuesday, following a meeting with members of the Anjaneya Reddy committee. The modalities were finalised in the cabinet meeting on Wednesday. Sharing some of the key decisions made in the cabinet meeting with the media, Minister Perni Venkataramaiah said that the process of the merger is set to be completed in the next 3 months. “Higher officials from the state departments of Transport, Finance, Law and General Administration have been instructed by the CM to complete the merger process within 3 months,” he said. With the creation of the Andhra Pradesh Public Transport Department (APPTD), Venkataramaiah said that APSRTC employees will now be considered as state government employees. “Nearly 52,000 employees will be re-designated in the Public Transport Department. The service rules and facilities will be on par with state government employees. The retirement age will also be increased from 58 to 60 years,” he said. He added that the status of contract workers with APSRTC will remain the same after the merger. He also said that an independent authority will be set up to regulate bus charges, as per the expert committee’s recommendations. Jagan Mohan Reddy, during his election campaign, had promised to merge the APSRTC with the state government. After coming to power in May, he formed two panels, including an experts' panel, to study the issue and make recommendations. The APSRTC had accumulated losses of Rs. 6,373 crore. In a major decision, the Andhra Pradesh cabinet has decided to take back 412.5 acres allotted to the Machilipatnam Port Private Limited (MPPL) for the development of a deep-water port in the coastal town. The decision was taken even as the cabinet decided to ask Navayuga Engineering Company Limited (NECL) to exit from Polavaram irrigation project. NECL is also the lead promoter in MPPL. The YSRCP government said that it had decided to take back the land due to extreme delays in execution of the project, which was first awarded to a consortium in 2008. The decision to cancel the agreement was announced by the state government last month, when it said that the concessionaire failed to fulfil its obligations like payment of lease rentals and achieving financial closure over the last 11 years. It was in February this year that then Chief Minister N. Chandrababu Naidu had laid the foundation stone for the deep sea port to be constructed at an estimated cost of Rs 12,000 crore. The state government had promised that the greenfield, all-weather multi-purpose port which was coming up in Machilipatnam, would develop the town and revive its past glory. At the time of laying of the foundation stone early this year, it was announced that that the port will be spread across 4,800 acres. The first phase with four berths was expected to be completed and operational in 18 months. It was also announced that the port will have 40 million tonnes capacity in the first phase. When completed, the port's handling capacity was to go up to 150 million tonnes. It was in 2008, when Jagan's father Y S Rajasekhar Reddy was the Chief Minister, that the state government had awarded the project to a consortium led by MAYTAS Infra Pvt Ltd. YS Vivekananda murder: Andhra DGP holds review meet in Kadapa, seeks to expedite probe

Andhra Pradesh Director General of Police (DGP) Gautam Sawang on Wednesday held a meeting with the Special Investigation Team (SIT) which is probing the murder of senior politician YS Vivekananda Reddy in Pulivendula. Vivekananda, who was found dead on March 15, was the brother of former CM YS Rajasekhar Reddy and the uncle of Chief Minister YS Jagan Mohan Reddy. Sawang held a 3-hour long review meet with Kurnool Range DIG Venkatrami Reddy and Kadapa Superintendent of Police Abhishek Mohanty among others and asked investigation officials to expedite the case. The decision by the top cop to review the case came after a person who was facing examination as part of the investigation killed himself earlier this week. The deceased, K Srinivasa Reddy (52), had earlier presented himself before the SIT. He was a close relative of one of the prime accused, Parameshwara Reddy, in the murder case. Parameswara Reddy was a close friend of the slain politician, and four of his associates were arrested after he allegedly absconded soon after the murder. A letter that was purportedly written by the deceased Srinivasa Reddy said that he was being harassed in the name of an investigation by the police and claimed that he had no role in the crime. The politics surrounding the case has also seen the TDP and YSRCP do a u-turn on their stand. The murder of Vivekananda had taken place in the run-up to the polls in the state, which had resulted in the two parties trading charges of "murder politics", and accusing each other of being involved in the crime. At the time, the TDP had set up the SIT even as the YSRCP was demanding for a probe by a national agency like the Central Bureau of Investigation (CBI). After the YSRCP government swept into power in May, it has now been wary of handing over the investigation to a national agency, while the TDP has demanded that the probe be handed over to the CBI. Vivekananda Reddy was elected from Kadapa Lok Sabha constituency on a Congress ticket in 1999 and 2004. He was twice elected to the Andhra Pradesh Assembly (1989 and 1994) from Pulivendula, a family stronghold. He joined the YSRCP ahead of the 2014 elections. AP MLA faces casteist slurs: Why Dalits must be selective about embracing spaces

There is nothing wrong in seeking equality in institutions that could eventually liberate us; but attempts to embrace spaces which serve no purpose for our emancipation are futile.

In what seems to be an annual 'ritual', each year during Ganesh Chaturthi in the Telugu states, there are scores of reports which highlight caste discrimination against Dalits, ranging from verbal insults to downright physical attacks amidst 'celebrations'. As if on cue, earlier this week, Dr Vundavalli Sridevi, ruling YSRCP MLA from Tadikonda Assembly constituency alleged that she was subjected to casteist abuses when she visited a Ganesh pandal in Andhra Pradesh. Dr Sridevi belongs to Madiga caste, one of the mariginalised groups within the Scheduled Castes in the Telugu speaking states. As per the FIR, a man belonging to the Kamma caste, a dominant one in the districts of coastal Andhra, took offence on seeing the MLA offering pooja to the deity and said, “Who allowed this Madiga to participate in the pooja, this place will get polluted." The issue later got 'politicised', with the MLA coming out and accusing TDP and its chief Chandrababu Naidu of promulgating casteism and violence against Dalits. The MLA's response itself was problematic, as she seemed amused that she was insulted "despite being married to a Kapu (dominant caste)." But what did she expect? That marrying a dominant caste person and 'scaling the caste ladder' would redeem her 'Dalit' status? That is perhaps a topic for another opinion piece.  While there is no denial that certain political parties work extensively towards perpetuation of the punitive social structure, it's crucial to note that the parties are not the sole breeding grounds of the same. It's problematic to attribute casteism or caste arrogance to a single political party without acknowledging the source that accommodates such brutality.     Caste transcends mere politics. Last year, the cadre of the very same TDP had hurled similar insults at their own MLA and former Minister Ravela Kishore Babu, when he visited a Ganesh pandal in a village in his constituency. In fact, the accused in both cases gave 'equal treatment' to the Dalit MLAs – without considering their political affiliation – while exercising what they saw as their right and authority granted by Hindu religion's theory and practice. Let us examine the insult itself. The very idea of 'purity' and 'pollution' stems from religious sanctions that are given to certain castes, which were considered 'higher' by birth, within the Hindu hierarchical order. A flip through of Dr BR Ambedkar's works clearly state that the Hindu caste system doesn't have the space for equality. He says in his Philosophy of Hindusim, "How Hinduism is a denial of equality has already been made clear. It upholds privilege and inequality. Thus in Hinduism, the very first condition for liberty (of social equality) is conspicuous by its absence."  Now, my limited argument is that Dalits must be picky in their choice of spaces that they want to embrace.  It's not that we must not seek to be included into spaces where we have been historically relegated to the margins. For example, seeking inclusion into institutions such as Education and Legislation will bring about social and material changes in our lives. However, seeking inclusion in religious festivities where we have been excluded for generations will only force us to relive the vicious experiences of the past again. There is nothing wrong in getting ready to stand up for our rights in institutions that could eventually liberate us, but attempts to embrace spaces which serve no purpose for our emancipation are futile. I must acknowledge that there are Dalits who find it important to associate with religion and spirituality. If such an inclination is strong, I would recommend a thorough reading of Ambedkar's 'Annihilation of Caste' and draw their attention towards the overwhelming incidents of violence that occur every day against the same community. One might wonder, how to make this distinction and the decision while choosing the space. The onus lies on the individual Dalit person, who has grown up with the burden of caste, and is well aware of the spaces he/she will face discrimination, without any progressive yield. There are certain arguments, that seek 'legal rights' for those marginalized people, who want to venture into this so-called 'excluded space'; take for example, the issue of temple entry. However, this proposition itself is tantamount to accepting submission to the very Hindu code, which has no space for religious equality.   All this being said, in a lighter vein, it should make news when a Dalit isn't abused or humiliated while participating in such 'ceremonies', instead of the contrary. 'Barefoot lawyers': Initiative in rural Andhra is arming Dalits with legal knowledge

In a bid to empower the Dalit community legally, an initiative ‘Barefoot lawyers’ has been started in the rural town of Kovvur in Andhra Pradesh. The initiative aims at imparting legal education to poor Dalits, so that they can file cases of atrocities and fight their own cases. The initiative has been taken up by an NGO called Santhi Welfare Association, the British Deputy High Commission Hyderabad and another organization- Yes We Can.  According to the project members, ‘Barefoot lawyers’ has two in-house practising lawyers who have trained seven ‘paralegals’ (a person who is not fully trained as a lawyer) from the Dalit community. These paralegals visit Dalit ghettos in Kovvur every week and conduct workshops on how to approach the police, lodge a complaint and read the charges in the FIR.  Besides having these paralegals, the initiative also has a toll-free number 18004258580 so that the victims can seek legal assistance from these legal professionals.  The initiative came into existence earlier in August and would continue for another two months.  “Dalits are extremely vulnerable and illiterate. They don’t know their rights and the laws which safeguard them, and because of this, they fear approaching the police or filing a case of atrocity against the ‘upper castes’. So, we thought of arming them legally, so they can fight the cases on their own and follow it up,” says Stephen Anurag Prathipati, one of the founders of the initiative.    TN Snehan, a practising lawyer, who has trained the paralegals says, “In most of the cases of atrocities against Dalits, police often don’t charge the accused under Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act, which is a non-bailable offence. Police try to exploit their vulnerability, so we are specifically teaching the community on how to read the charges in FIR, and to insist upon filing these sections.”  “Our aim is that the Dalits fight the cases on their own. In case, if they require further legal assistance, our team helps them,” Snehan explains.  Citing an example of how police try to dilute the case, Snehan claims that in Ravulapalem village, a Madiga woman was sexually harassed by an “upper caste” man. Following a complaint, police had registered the case, however, under bailable sections of 354 IPC (Assault or criminal force to woman with intent to outrage her modesty). “When we learnt about the case, we pressured the police to file a case under SC/ST (PoA) Act. This was our first success,” he says.

AP tribals allege govt unjustly reassigned over 500 acres to upper caste farmers

For four years now, a tribal community in Chittoor has been agitating for their right over hundreds of acres of erstwhile forest land assigned to them by the government more than 40 years ago. More than 50 members of the Nakkala/Shikari tribe came to Vijayawada from their settlement in Marathipuram village, Yerpedu mandal of Chittoor district. They stayed here for a week, in spite of lack of proper shelter, food or sanitation, hoping to meet officials from the CMO, who in July had extended help to resolve their land issue within a month. Dabba Parashunath, who was part of the group along his wife Sailu, says that around 112 families from his community have lost nearly 560 acres of land due to fraudulent land deals by upper caste farmers, who exploited the poverty and illiteracy of the tribals to acquire the land. Two months after the officials said they would help, Parashunath says that the community continues to face threats from the upper caste landlords in their village, and there has been no change in the revenue department officials’ stand on the issue. “Earlier, ours was a nomadic tribe. Our occupation was hunting. Since the 1960s, our community has been based in Marathipuram. People would occasionally move to nearby places for livelihood, but we were based here. Sometime around the Emergency, our gun licenses were revoked. We were expected to find more mainstream jobs and give up hunting for livelihood,” says Parashunath. How the land was reassigned According to Parashunath, based on the Andhra Pradesh Co-Operative Societies Act, 1964, more than 500 acres of forest land was assigned to his community by the government in the 1970s, in order to form a Co-operative Joint Farming Society (CJFS). The disputed land in Chintalapalem  “In 1971, FMB (Field Measurement Book) sketches were drawn and data was collected by the revenue department. We received pattas in 1978, but we could not afford the capital needed for farming, so most of our community members continued to travel to nearby towns like Srikalahasti to sell beads and toys,” he says. During this time, Parashunath and other members of his community say that their families started to lease out their land to upper caste farmers in the village. While most of the deals were done orally, they allege that by 1988, a few upper caste landlords managed to get their community members’ fingerprints on some documents without explaining the contents to them, and with support from the revenue department officials, managed to get the land reassigned to themselves. The so-called ‘unregistered sales deeds’ were drawn without the consent or knowledge of their families, the Nakkala community claims. “These were assigned and CJFS lands that were wrongfully transferred to others by then Tehsildar Laxmi Narasaiah. He was later suspended because of involvement in a land scam case,” alleges Parashunath. The government version Yerpedu Mandal Revenue Officer (MRO) Rangaswamy says that the land assigned to the community in 1978 was around 223 acres, and not around 560 acres as Parashunath claims. “The people who are agitating, their families were given land in 1978. They stayed for about 10 years. In 1988, they surrendered some land to the government and some to local farmers through oral transactions. They then moved away to Srikalahasti, Nellore, Venkatagiri and other places. They are a nomadic tribe, so they kept moving, they were not cultivating the land. Once they left, the land was reassigned to local landless poor farmers. When government land lies vacant, that’s a natural process,” the official claims. Rangaswamy says that the community has been agitating for the land since 2015-16, and insinuates that it is because of the recent changes in the region. “Since 2015, IIT and IISER have been set up here, the region has become an industrial hub. They must be hoping for something, since the land prices have gone up,” he says. The collector meeting with the community during a Spandana program after CMO orders When asked about the stipulated time period for which assigned land must remain unused before being reassigned by the government, Rangaswamy says, “It’s not about time period. Their Aadhaar cards, ration cards are all from Venkatagiri. The Venkatagiri tahsildar says they are getting all government benefits there.” But Parashunath carries around his Aadhar card with a Marathipuram address in his pocket. “Only our ration cards and voter cards are from Venkatagiri. Even then, we are getting our ration from Chintalapalem (panchayat under which Marathipuram falls) through biometric verification,” he says. He adds that they had started demanding their land back in 2006 itself, but couldn’t afford legal fees and other expenses because of the community’s financial situation. “There was no electricity or any facility in Marathipuram, so we were forced to move to Venkatagiri temporarily. Later, when electricity was available at Marathipuram, and our financial situation was slightly improved, we moved back,” he says. He also alleges that the community has been trying to shift their ration and voter cards to Marathipuram, but the mandal officials have been obstructing this. Parashunath and other members of his community have MGNREGA job cards issued from Chintalapalem. “In 2017, we got job cards under the MGNREGA scheme, so the community stopped travelling often and began to live there more consistently. This caused insecurity among the local farmers who have been trying to attack us. Even before that, we filed a petition in the High Court in 2015. The hearing has been delayed, and paying the legal fees has been a burden on the community,” Parashunath explains. Tribals threatened and attacked According to the MRO, the 223 acres of land have been reassigned to around 70 local landless farmers. But the Nakkala community alleges that while that may be the case on paper, only a handful of powerful landlords have been cultivating most of the land, threatening the Nakkala community whenever they’ve tried to reclaim it. Parashunath and his community insists that they had been given a total of 560 acres of land. “The revenue department still hasn’t accounted for nearly 330 acres. That is our land too,” Parashunath says. “In 2015, when we tried to stop them from cultivating the land as the matter was sub judice, they booked a case on us. But after that, there were many instances where they have attacked us. We tried to file an SC/ST Prevention of Atrocities case, but no action has been taken against them,” says Parashunath. Members of the community allege that the upper caste farmers have abused them with casteist slurs, harassed women from the community, and have even brought petrol cans threatening to set fire to their homes. In spite of repeated directions to the revenue department to look into the issue, the decision has continued to be against the community. After pursuing the Chief Minister’s Office relentlessly in July this year, directions were issued to the Chittoor District Collector from the CMO to look into the issue. “We were told that the matter would be resolved in a month, but it has been two months already. Last month, we again asked them to stop cultivating our lands until the inquiry was done, but they threatened us with preventive detention,” said Parashunath. Responding to the Collector’s orders to look into the matter, the Yerpedu MRO said that the petitioners have been unable to produce documentary evidence to prove their right over the ‘disputed site’. The MRO referred to orders given in 2015, stating that the petitioners of the Nakkala community have ‘no right over the piece of lands and should not enter the land and should not interfere with peaceful possession of the villagers of Chintalapalem’. MRO Rangaswamy said that an inquiry report has been submitted to the CMO. “We’ve been instructed to do an inquiry, not to return the lands. If the government hadn’t reassigned the land, the POT (Prohibition of Transfers) Act could be applied and the land could be reclaimed. But the land has been in their (local farmers’) possession for 30 years now, passbooks have been issued and they’ve been given the rights over the land. Now we can’t cancel those and return the land to the tribals, it is impossible,” Rangaswamy claims. After being denied permission to continue their protest at Vijayawada's Dharna chowk, the community members stayed in the city bus stand and railway station for 3 days and nights, before giving up on being forced to leave these spaces by the police. They are now awaiting the Praja Darbar meeting to be held at the Chief Minister's office, to bring their problems to the CM's notice again.

Andhra Pradesh to get Rs 6,000 crore loan from Shanghai-based New Development Bank

Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy met with officials from the Shanghai-based New Development Bank (NDB) on Thursday, who have sanctioned a loan of Rs 6,000 crore for the state. The NDB delegation, including its Vice President N. Jong and Project Head Rajpurkar, have said that the loan will be approved soon. The amount is set to be used by the state government for social infrastructure projects. The Chief Minister has reportedly sought more assistance from the NDB, in order to complete various projects related to infrastructure development, like building of schools, hospitals and supply of clean drinking water. The loan is to be repaid in 32 years. The Shanghai-based NDB was formed by the BRICS (Brazil, Russia, India, China and South Africa) nations in 2014, to aid infrastructure and sustainable development efforts in these nations.  Earlier in July, the World Bank withdrew an expected loan of $300 million for construction of the Andhra Pradesh capital. A few days later, the Asian Infrastructure Investment Bank (AIIB) also dropped its plans to fund the project with $200 million. However, the state government had shown optimism over the World Bank funding other development projects in the state. The World Bank had said that they were ready to provide whatever support the Andhra Pradesh state and the Government of India might request. Shortly after the World Bank issued a statement, the Andhra Pradesh Chief Minister’s Office (CMO), in a release, expressed happiness that the World Bank would compensate by funding other important projects in the state. The AP CMO cited rampant corruption besides flouting of various socio-economic norms and inviting of project tenders before the loan details were finalised, to be the reasons behind the World Bank backing out of the Amaravati project. This claim by the Andhra Pradesh CM is despite the World Bank in their release stating that the request to drop the project came from the Government of India. Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy on Thursday said that the state is aiming to achieve 100 percent literacy in the next five years. Addressing a function to mark Teachers' Day in Vijayawada, he called for sweeping changes in the education system by strengthening the government schools and improving the enrolment rate. Noting that the rate of illiteracy is higher in the state, he underlined the need to make it zero. "While the national average illiteracy rate is 27 percent, our state stands at 33 percent which is not a good sign and with the government initiatives and your commitment we can bring down the rate to zero percent," he told the teachers and officials. He said that teachers play a pivotal role in shaping the future of the children by laying a strong foundation on moral and ethical grounds. Stating that his government started many path-breaking schemes to improve the standard of education, the chief minister said the goal can be achieved only with the active participation of teachers. He said 'Amma Vodia', fees reimbursement and paying Rs 20,000 annually for hostel and mess charges were some of the initiatives from the government to encourage enrolment, but it is the teacher who has to mould the child as a responsible citizen. Jagan said the infrastructure of government-run schools will be improved in three years. The government will make public a pictorial comparison of the schools before and after the renovation."We have to go in for the active participation of parents in the child's education with periodic interaction with teachers besides converting all government schools into English medium schools which will draw the attention of more and more parents towards government schools," he said.  Read: 'Barefoot lawyers': Initiative in rural Andhra is arming Dalits with legal knowledge
